WMDs in Iraq?

Ok...am I wrong, or does this New York Times story indicate that Saddam was trying very hard to make a nuclear bomb. Do nuclear bombs qualify as WMDs? Does that mean that this was one of those WMD programs that all the Democrats are insisting didn't exist in Iraq?

You know, the ones that Bush LIED about?

The Times spins this as incompetence in analysis by the Bush administration, naturally, but they don't seem to realize the deeper implication. Do they understand what they are admitting here?
