He's talking about earmarks and pork.
Every dime spent by government is stolen from taxpayers. Government does not "add" money to the economy. It snatches it out of the hands of its owners, and then returns it in the most inefficient way possible.
Every dime spent by government is removed from its most efficient use — in the hands of people who know better how to spend the money — and put into the hands of people with political agendas, pork addictions, and no accountability.
Every dime spent by government is sucked out of the economy before it is used to "stimulate" an economy such suckage helped weaken.
Isn't that efficient and clever?
