In specific, this was said in connection with the changes in the Government website, once promising "free" health care via Øbamacare .

Change.gov was there to encourage and "inform" people about Øbamacare.
It used to say this:

Notice how the "free" suddenly disappeared?
Now, Change.gov has ceased to exit at all.
You see....? Routine Maintenance Required.
