Electronic Fence?

A local tech company has suggested that we implant micro-chips, about the size of a grain of rice, in 'Guest Workers' who are in the United States, by invitation, officially for a pre-determined and limited amount of time, allowing us to track them.

Maybe the chips can be programmed to emit electric shocks when the visa runs out, until they cross the border going south? You know, like those electronic fences that keep dogs in the yard?



(Because, after all, they won't let us just shoot the bastards)
